Breeding for Mutated Eggs randomly doesn't work with no warning (1 Viewer)

This has now happened to me 5 different times with no consistency. I will breed two of the same pal together and the odds of a mutated egg will 'hit,' but instead of actually producing a mutated egg, out of nowhere, a line of text appears stating that the "Required Suitability" for producing Mutated Eggs somehow is not met. Countless resources are wasted on lost cakes because there is no way to know this will happen until it suddenly does. It's completely miserable, awful game design.
 
The three examples I can remember are Eidrolon, Jormuntide, and Whalaska. I just don't get it. It makes no sense.
