Throwing my hat in the ring for a key, this should help for anybody looking to run the game on proper modern hardware.

How to enable DX12 and high core/thread count cpu use.

this is a general UE4 thing, adding -DX12 -USEALLAVAILABLECORES as a launch augment/argument/option to UE4 titles will force dx12 mode where avilable, and cause the game to use all cores, i wouldnt suggest this with intel 12th gen and up, but for ryzen and 11th gen and older it should be golden...
